Vance legislation looks to tighten rules for donations to colleges from China, others

Ohio Senator JD Vance introduced legislation calling for tightening the enforcement of rules when accepting gifts or contracts to universities or colleges from China, and other 'foreign adversaries.'
The legislation called the 'Safeguarding American Education from Foreign Control Act,' would tighten the enforcement of rules of foreign donations and contracts to institutions of higher education.
Co-sponsors of the legislation includes Senator Mike Braun (R-IN), Senator Josh Hawley (R-MO), Senator Ted Budd (R-NC), and Senator Tommy Tuberville (R-AL) with Congressman Jim Banks (R-IN) has introduced companion legislation in the U.S. House of Representatives.
According to Vance, the legislation's goal would be to require universities to report gifts of any value from what legislation lists as 'foreign adversaries' and would require the Department of Education to share all reports of gifts or contracts with the Office of the Director of National Intelligence and the Federal Bureau of Investigation.
"The American people deserve to see every single dollar of foreign donations going to U.S. colleges and universities, and that's exactly what this legislation would do," Vance said.
According to the US Department of Education, Section 117 of the Higher Education Act requires institutions of higher education that receive federal financial assistance to disclose semiannually to the U.S. Department of Education any gifts received from and contracts with a foreign source that, alone or combined, are valued at $250,000 or more in a calendar year. The statute also requires institutions to report information when owned or controlled by a foreign source.
