TRUMBULL COUNTY, OH - The Ohio State Parole Board voted unanimously on October 23 to release 60-year-old Willard Palmer for a third time.

Palmer will be released from North Central Correctional Institution to a halfway house by the end of the year. He intends to live in Trumbull County.

Palmer has a history of convictions and paroles that span back to 1994, and has most recently been jailed at least three times for various parole violations following his latest release in 2016. This criminal behavior landed him back in prison again.

At the latest full board hearing, Palmer's defenders pointed out Palmer's good behavior during his jailed period.

First Assistant Christopher Becker of the Trumbull County Prosecutor's Office argued before the board against Palmer's release.  

"We hope the board made the right decision," Becker said.

Becker added that while he respects the board's decision, he disagrees that Palmer will not re-offend once he is free.
