21 News first broke a story about a staff lieutenant at the Canfield state patrol post being under investigation over allegations of sexual harassment, workplace violence and "hazing" type behavior. 

After pressing for details for months, 21 News was sent reports of what led to not only that lieutenant's resignation, but the demotion of one trooper and reprimand of another at the Warren post. 

Two officers are from the Ohio State Highway Patrol (OSHP) Warren Post, and a lieutenant from the Canfield post was reassigned to Warren after these allegations came to light.

Former Lieutenant Eric Brown, Former Lieutenant Brian Vail and former Captain Jeffrey Greene and were all disciplined for their comments or actions on the job. 

The investigation started with Brown, who'd been at the Canfield post for 28 years.

Six employees accuse Brown of making inappropriate and sexual comments about arrestees, using profanity at subordinates and making sexually charged remarks about employees and their significant others.  

The behavior also became physical, with employees being smacked in the ground and having their pants pulled down. 

Some of the language allegedly used by Brown included graphic sexual comments about the appearance and genitalia of people in custody. 

After the allegations were reported, Brown was first reassigned to the Warren post, but was then recommended for termination following the investigation. Brown retired before he could be fired. 

While investigating Brown, witnesses also told of similar actions from Vail and Greene. 

Troopers accuse Greene of using derogatory names for troopers and threatening to hit them. 

Captain Greene was demoted to a Staff Lieutenant and transferred to the Cleveland post. 

Vail worked with the division for almost 24 years. He was accused of using profanity in a meeting  in September. 

The complaint also alleges that Vail and Greene openly mocked the investigation. 

Vail received a written reprimand. 

All three officers were questioned during the investigation. When confronted with all of the allegations against them, they characterized them as "misunderstandings." 

After asking questions about the investigation OSP public affairs unit sent a statement saying the following:

The investigation began when the Patrol was notified by the Ohio State Troopers Association of the allegations on October 8, 2024. The Patrol took the allegations seriously as they do not reflect the values of this agency. Mr. Brown was immediately reassigned to the Warren District headquarters and remained there throughout the entirety of the investigation which took several months. The administrative investigation has been completed in its entirety.”
