WARREN - An arrest warrant has been issued for a Warren man who is facing animal cruelty charges for not attending a court hearing.

Thirty-year-old Darnell Hines was charged in November 2025 with one count of cruelty to animals after authorities said he neglected a dog that was later euthanized.

CEO of the Healthy Hearts and Paws Project Jason Cooke said the dog was suffering from severe neck wounds that were consistent with an embedded prong collar. 

The dog, which was receiving veterinary care, later attacked Cooke as he attempted to put it in a kennel. Cooke suffered severe bite wounds to the neck and needed to be hospitalized.

Cooke told 21 News he believes the dog's aggression was a direct result of mistreatment.

A court hearing for Hines was scheduled for Tuesday, February 24; however, Hines failed to report. As a result, a warrant has been issued for his arrest.
