STRUTHERS, Ohio -
Editor's Note: The charges against Neely in this case were presented to a Mahoning county grand jury in March of 2019. In May of 2019, the grand jury issued a "no bill" in the case, meaning they did not believe enough evidence had been presented to justify pursuing the case. In such cases, the charges are dropped. 

A man charged with the rape of a disabled child was in Struthers court Friday for a preliminary hearing.

37-year old Kevin Neely has been held on half a million dollars bond since his arrest by U.S. Marshal's. He's accused of raping a 10-year old girl who is legally blind.  Authorities say the alleged abuse came to light from comments the child made to a teacher. 

"When she was at school she made a comment to her special needs teacher that something sexual in nature had happened," said Prosecutor John Zomoida.
The child is the daughter of Neely's live in girlfriend.  

Neely remains jailed in lieu of bond.
