Former YPD officer convicted of tampering with records

YOUNGSTOWN - A former Youngstown Police Officer awaits sentencing after pleading guilty to half a dozen charges on Wednesday.
Phil Chance Jr., 41, pleaded guilty to six counts of tampering with records, as part of a plea deal in which prosecutors dropped six counts of falsification to obtain a concealed handgun license.
21 News first broke the story about the son of a former Mahoning County Sheriff early in 2019 after current Sheriff Jerry Greene said that his department discovered that Chance was no longer a certified Firearms Instructor and is not qualified to train anyone for CCW permits.
Several sources told 21 News that at least 270 carrying concealed weapons permits could have been revoked in Mahoning County alone.
Chance resigned from the Youngstown Police Department in 2012 and agreed to forfeit his Ohio Police Officer Training Academy certification.
The investigation into the CCW permits alleged that Chance signed-off on instructing the CCW classes but also charged a $100 fee.
Chance will be sentenced on a date yet to be determined.
