"May we have some transparency, commissioners in this process," said Trumbull County Commissioner Niki Frenchko in a meeting Wednesday concerning Managed Care Organizations or MCO's.


The transparency Commissioner Frenchko is referring to is how the county, to date, goes about selecting an MCO for the county.

The MCO helps to manage health care costs associated with worker's compensation.


"I have never had a conversation... about this with anyone regarding anything to do with MCO's," said Commissioner Mauro Cantalamessa. "That has always been handled by our HR director," he said.


For Commissioner Frenchko, there in lies the lack of transparency. She's questioning why the county doesn't entertain other vendors during this open enrollment period.


"We as a board allow the other MCO's to participate in presenting what they can do to save the county money," Frenchko said.


Besides the public presentations, Frenchko would also like the commissioners involved in the decision.


"The MCO selection has never been brought before the commissioners as an agenda item," said Richard Jackson, Trumbull County Human Resources Director.


After all was said and done, the commissioners agreed to hold the public meetings but took offense to being accused of making "back door deals."


Those accusations hurt this county. They hurt everything we are trying to do in this county. As far as economic development and as far as transparency as far as everything," said Commissioner Cantalamessa.
