Warren council working on solutions to panhandling in city

WARREN, Ohio - A Warren councilwoman says council is working on solutions to panhandling complaints in the city.
Councilmembers say they have been hearing complaints about panhandling beginning around dusk in the city.
Council discussed a few ideas on how to limit the issue. Councilwoman Cheryl Saffold told 21 News the city will consider legislation pertaining to aggressive panhandling and will post on their website tips on how to handle a situation if someone approaches you.
Another idea is to put signs throughout the city encouraging people to say no to panhandlers.
"We all have empathy for panhandlers but there are questions of validity. Do you really need help or is this just a scam? We're trying to create a safe haven, not only for them but for our citizens," said Councilwoman Saffold.
Saffold also told 21 News the initiatives serve as a marketing campaign to encourage people to give to various charities instead of going to panhandlers.
