Fifth Avenue reopens to traffic

Fifth Avenue in Youngstown is officially open to traffic after being closed for construction.
While the project isn't completely finished, drivers will no longer have to find an alternate route to their destinations.
Youngstown Director of Public Works Chuck Shasho told 21 News that the remaining work should be done by October.
The work that is still left to be done includes replacing traffic signal poles, miscellaneous concrete work, some paint, and landscaping.
Shasho explained that in order to replace the old poles, the new poles must be put into place first.
After the new poles are installed, the old poles will be removed. The spots that they previously were will be filled with concrete and landscaped.
It is not confirmed when these new poles will arrive or be installed.
Additional landscaping that needs to be done can't occur until September due to local horticulture.
Until the work is completed, Shasho says that there might be some lane closures or the closure of one block at a time.
Shasho expects the ribbon cutting for the newly redone street to happen in the beginning of October.
As for future road closures, construction on Phelps has already started. It is expected to take 6 months to complete, and will get fully underway once materials arrive.
Front Street will also get a revamp, with construction for that expected to begin in the winter of 2022.
