Some folks in the region remember shopping at Strauss or the Higbee department stores In Youngstown during the holidays, where they awaited the arrival of Santa with their parents.

The next generation of shoppers might be able to make those memories after possible plans were brought forward in tonight's Youngstown City Council finance meeting.

20 Federal Place became the headquarters of the PharMor drug chain, and now the city rents it as office space.

The iconic building could get a major renovation.

A developer is expected to be given full access to determine how much it will cost to breathe new life into a multi-purpose plan.

It would contain office and residential space, amenities like a food market, underground parking for shoppers, an observation deck, and roof top restaurant.

"Desmond is proposing that one of the elevators that goes to the upper level be used in reserve to go to a rooftop restaurant." said Hunter Morrison, Planning Consultant for Youngstown.

"This would bring back an open lively engaging building. The mezzanine would be taken out and natural light added in. It would help draw people from the city and suburbs. The building would compliment the other investments like Phelps Street, the Amphitheater, Stambaugh Auditorium, Dior, and the Covelli Centre. All attributes that have brought people back to the city which would compliment it," added Morrison.

The city would seek federal, state, and county dollars along with tax credits, for what could be a 60 million dollar project.
