A former Warren man who authorities say fatally shot a Howland woman in 1991 will remain at an inpatient care facility for acutely mentally ill adults.

That ruling was issued Thursday by Trumbull County Common Pleas Court Judge Sean O’Brien following a hearing for 58-year-old James A. Hubbard.

Investigators say Hubbard shot and killed 21-year-old Sallie Beatty in the parking lot of the former Taco Bell on Youngstown Road in Niles on September 12, 1991.

Claiming he had heard voices telling him to commit the crime, Hubbard was diagnosed as a chronic paranoid schizophrenic and was found not guilty by reason of insanity.

Judge O’Brien ruled that Hubbard will remain under the care of Heartland Behavioral Healthcare where he is only permitted to leave the grounds of the Massillon facility under supervision for further treatment.
