Superseding indictment filed for woman charged in Hubbard massage parlor raid

HUBBARD - A superseding indictment has been filed for a woman arrested following a raid at a massage parlor in Hubbard back in February.
Furong Li, who was arrested after a raid at 3C Foot Spa in Hubbard in February of 2025, was originally indicted in July on charges of promoting prostitution, practicing medicine without a license and soliciting,
The new indictment, filed Thursday, November 14 adds a specification for forfeiture of property to the prostitution charge.
According to the indictment, Li possessed $5,864 in cash, as well as an Apple MacBook and two iPhones that were all connected to the alleged offense.
The superseding indictment also shows a new charge of possessing criminal tools, which allegedly included the previously mentioned MacBook and iPhones, as well as rubbing oil.
Li is expected to be arraigned on this new indictment on Thursday, November 20.
3C Foot Spa was housed in a building owned by Trumbull County Commissioner and former Hubbard Township Trustee Rick Hernandez.
Hernandez had previously gone on record with 21 News, including an interview on 21 News at 5 p.m., denying any knowledge of illegal activity going on in the building and claiming the human trafficking allegations were "politically motivated," a reference to his then-opponent for office, former commissioner Niki Frenchko, who repeatedly brought up concerns about the business in public and to law enforcement.
However, Hernandez was captured on a Hubbard Police Department body camera video of a conversation that took place one month prior to that interview, where officers informed him of the alleged illegal activity in the building.
Following the raid, Hernandez said he no longer stands by Li because he warned her that if any illegal activity was happening on or off the property, they would be evicted.
Since then, the Mahoning Valley Human Trafficking Task Force served a search warrant on Hernandez in July, with agents seeking information from his cell phone for an investigation.
At this time, we do not know if Hernandez is a target in that investigation.
