Senator Sherrod Brown says he is joining dozens of other U.S. Senators in passing the "Justice in Policing Act."

Brown says the legislation would requires police agencies across the nation to adopt new procedures and reforms like banning choke holds, creating a national police misconduct registry and requiring officer body cameras.

The Senator says the Act would also tie any federal funding that any police department would get to adopting these reforms.

"We need to end the militarization of police departments. Our bill would limit this huge transfer of military grade equipment from the federal government to state and local law enforcement. These reforms would make meaningful change are just a start," said Brown.

Youngstown police chief Robin Lees tells 21 News his department has already adopted many of these reforms except for the use of body cameras.
He says if the federal government would pay for them, he'd love to have his officers wear them. Right now, he says there is now way the department can afford them or their legacy costs.
