A sweeping piece of bipartisan legislation impacting Ohio's public universities and community colleges is expected to pass the statehouse and senate.

Senate Bill 135 provides various programs and protections for students. It was concurred in statehouse amendments on Wednesday and could soon be voted on by the state senate.

Parts of the bill include a second chance grant program, giving students who didn't finish college a refund so they can go back to a trade school or other degree program.

The bill would also improve people looking to further their education as it bans schools from withholding transcripts because of student debt. SB 135 also provides enough funding and resources for the establishment of a free speech department at each public university.

The legislation might even make it easier for schools to sell property that it might own.
