1997: Warren Police Chief Albert Timko Jr. says he is investigating whether some city police officers from Warren and other departments should face charges for using police vehicles and flashing lights to block traffic on High Street downtown while protesting what they say are deficiencies in the county's 911 emergency call system.
Pennsylvania Gov. Tom Ridge participates in the groundbreaking for the first tenant in Farrell's Henry J. Evans Industrial Park, the national trucking company Aim Leasing.
The paternal grandmother and an aunt of 3-year-old Jessica Ballew, who was shot to death on the porch of her Youngstown home on June 11, 1996, filed suit against several local social service agencies and police departments, claiming their negligence led to the girl's death.

Home Savings & Loan Co. in Youngstown announces a 3.5 percent cut in mortgage rates. Buyers with 20 percent down will be able to get mortgages at 12.5 percent; those with 30 percent down, 12 percent. There is a 3 percent closing charge.
The 7th District Court of Appeals upholds the conviction of Steven Masters for the Valentine's Day murder of his wife, Jodi, in their Boardman home in 1979.
City and county election returns show Democratic gubernatorial candidate Richard Celeste outpolled Republican Clarence Smith, 28,417 to 5,193 in Youngstown and 41,287 to 18,879 in Mahoning County.
1972: U.S. Sen. Ted Kennedy, D-Mass., in Youngstown for a fund-raiser, says Democratic presidential nominee George McGovern has "a sense of vision" for the country and is still optimistic about the Nov. 7 election.
A 15-year-old North Side girl walking home from school is grabbed by two girls, dragged into a wooded section of Crandall Park, and raped by a teenage boy. She is recovering in North Side Hospital from her injuries.
The Dow Jones Industrial Average closes a 984.12, a four-year-high.
1947: Youngstown's bookie and bug business is nil on Election Day, just as Republican mayoral candidate Charles Henderson predicted. Henderson said the bagmen had been ordered to work the polls in support of the re-election of Mayor Ralph O'Neill. Poll watchers say turnout is high.
Court testimony in Jefferson places 17 autos bearing Mahoning County license plates at the scene of strike riots in Ashtabula County in October.
Mr. and Mrs. William Croysdale, formerly of Youngstown, and their two sons, Wayne and Herbert, board a Pan American World Airways Clipper for a flight to India, where Mr. Croysdale is expected to spend two years as an iron and steel consultant.
