Man accused of stalking, threatening code enforcement officer in Youngstown, visiting his home

YOUNGSTOWN, Ohio - A man has been charged after police say he visited a code enforcement officer's home in Youngstown multiple times and, at one point, threatened him.
According to a police report from the Youngstown Police Department, the code enforcement officer visited a home on Parnell Avenue on December 27 to follow up on a quality of-life situation that occurred there a month prior.
Police say the person at the home became agitated and called the property owner, identified as 47-year-old David Rowbotham, who soon arrived in person.
Police say both parties became aggressive towards the code enforcement officer, allegedly threatening to "beat his a**" if he did not leave the property immediately.
The code enforcement officer showed police video taken on December 27, shortly after the visit, which police say shows Rowbotham pulling in front of the officer's home.
Police say the code enforcement officer rolled his window down and asked what was wrong, and Rowbotham responded by stating he had a complaint about "an accumulation of blow-up Christmas figures in the front yard."
When asked for the address of the complaint, Rowbotham allegedly responded with the code enforcement officer's home address and drove away.
Police say the code enforcement officer showed a second video of Rowbotham back at his home the next morning, which showed a white male exiting Rowbotham's truck and walking up on the home's porch next door.
Police say this was followed by a phone call from Rowbotham apologizing to the officer, with the officer responding that the two needed to meet and discuss the situation. According to police, this meetup has not taken place at this time.
Rowbotham was booked in the Mahoning County Jail in January and charged with menacing by stalking. He was arraigned on these charges that same day and is due back in court on January 24.
Jail records show Rowbotham is currently out of jail, and according to court records, he's currently on house arrest.
