The appeal of a man convicted of a murder in Niles nearly 30 years ago has been denied.

According to the Trumbull County Prosecutor's Office, the Ohio 11th District Court of Appeals denied the motion for a new trial for 65-year-old Felix Brown, who was convicted of murder in 1995.

Brown was convicted of murder with firearm specifications, as well as having weapons under disability in the February 1995 shooting death of 26-year-old Monica Brandon in Niles.

He was sentenced to 18 years to life in prison on these charges.

Brown appealed this conviction multiple times with the first appeal coming in 2000. This appeal was denied and the sentence was upheld.

Then in 2011, Brown appealed again claiming there were errors in jury instruction on lesser-included offenses. This appeal was also denied.

Brown filed a third appeal in 2016, once again citing alleged errors in jury instruction, but the appeal was denied yet again.

In late 2022, Brown filed a motion for a new trial and in August of 2023 filed another appeal citing seven errors in a matter of law in the court citing abuse of discretion and prejudice against him.

Both of these were denied as well the the appeals court finding every one of these appeals to be without merit.

Brown is eligible for parole in 2025, but Trumbull County Prosecutor Dennis Watkins is urging the parole board to deny this appeal describing Brown as a "sociopath" and a "high-risk offender."
