Back in 2022, a home on Lucius Avenue in Youngstown was one of hundreds added to a demolition list after the Mahoning County Landbank received a brown field grant.

The owner of this home at the time, CEO of the Persayus Way Project, Million Perry-Phifer, was informed that the house would come off the list if he rehabbed it.

Code Enforcement Superintendent Mike Durkin tells 21 News other than some patch work on the roof, rehab was never done.

"All of the notifications were posted on the property, it's been posted back in February," Durkin said.

To this day, the property is still on the demolition list. Perry-Phifer tells 21 News it's his desire to redevelop as many houses in Youngstown as possible to help bring the city back.

"We need to start offering these houses to our community instead of tearing them down," Perry-Phifer said. "Look at the house, it only needs a roof, chimney work, normal plumbing, electrical and dry wall. The foundation is solid, there's no way that this house should've even been on the demolition list," he said.

Perry-Phifer sold the house to a man in New Jersey who tells 21 News he's looking to fix it up and live in it with his family.

The problem is that he wasn't informed that the property had been on the demo list and now he said he's sad because he doesn't want to lose his money.

Perry-Phifer filed for a temporary restraining order that would prevent demolition until the property can be inspected again. Durkin says the house contains asbestos and needs a lot of work.

"Really it's a buyer beware type thing. The information wasn't transferred to the new owner," Durkin said.

Perry-Phifer sent 21 News a statement that reads:

Every property that we have sold has undergone redevelopment, while certain properties we currently own are in the process of being redeveloped.

While some projects may not have progressed as quickly as the city might have expected, our dedication to saving and redeveloping these homes has ensured that they continue to stand as part of Youngstown's landscape. Our mission is to contribute to a strong and thriving Youngstown.

In some instances, we have even repurchased properties that were not redeveloped to our standards, reaffirming our commitment to making Youngstown a better place for all. Millionaire Corporation remains steadfast in its efforts to enhance the community and support the city's growth."

Youngstown Law Director Lori Simmons said they are currently investigating this situation, she is not taking it lightly and her department is collecting every facet of the truth so that they can figure out how to move forward from here.
