YOUNGSTOWN, Ohio - The City of Youngstown is ready to cut the ribbon on a project that runs through the heart of downtown.

A ribbon-cutting will be held on Monday, November 15th at 10 a.m. at the corner of Fifth Avenue and Commerce Street.

The $27.65 million SMART2 project reconstructed Fifth Avenue to better connect St. Elizabeth Hospital, Youngstown State University and downtown Youngstown.

Fifth Avenue's reconstruction finishes the first phase of the SMART2 project which included improved sidewalks, dedicated bike lanes, smart utilities and other improvements.

The event will include remarks from Mayor Tito Brown, Congressmen Tim Ryan and Bill Johnson, Councilman Julius Oliver and YSU President Jim Tressel.

Phase II of the project is underway with the reconstruction of Front Street, Federal Street, Phelps Street, Commerce Street, Rayen Avenue and Park Avenue.
