A developer has given the green light to have access to the property on 20 Federal Plaza for 60 days.

Youngstown City Council gave approval to a company that has potential plans to develop the property into a centerpiece of the city. Two weeks ago the Desmone Company outlined proposals for a food market, retail and office space with stores and amenities. 

"All the planning and preparing we've been doing is for projects like this that are going to be able to be staples and anchors in downtown Youngstown," said city councilman Julius Oliver.

The site was once the Strauss Department Store, and after that, it became the corporate headquarters of the Phar-Mor drug store chain.

Now the city owns the deed to the building.
