Blower, who according to court records has an address of Spait Drive in East Palestine, is accused of killing 40-year-old Rusty Steele at around 10:30 p.m. Friday on West Spruce Street in Lisbon.
According to an affidavit filed in court, Blower and Steele had been on the phone arguing with each other prior to the shooting.
